This appears to be a vintage French paper bag or packaging sleeve for EMO, a brand specializing in underwear (Sous-Vêtements), swimsuits (Maillots de Bains), run-resistant  lingerie (Lingerie Indémaillable), sportswear (Articles de Sport) and Stockings and socks (Bas et Chaussettes). EMO took pride in its quality goods (Articles de Qualité). It’ll hold things, sure, but we recommend framing and hanging in your changing chamber (Chambre de changement).
